A lot of Deco architecture looks as if it copied other buildings, not necessarily in the same city. But I can't think what your Montevideo block might have been modelled on.
What I find interesting with this style, is the off-centre aspect was used to provide an illusion of enormity, usually done for a up-hill viewing perspective.
