This substantial building in the Ciudad Vieja (Old City) in Montevideo is the Edificio Artigas. It was designed by architect Joseph Carré and named in honour of the Uruguay national hero General José Gervasio Artigas.References:

DeleteHello, I just want to say that the architect of this building was Aaron Alexander, from New York. He worked for the First National City Bank, and that was the reason he made this building in Montevideo just like all the other banks around the world.
